could not create worker thread

Of late, I am receiving an error message when the scheduled full backups
run.
The error message is
Could not create worker thread. [SQLSTATE 42000] (Error 3627) BACKUP
DATABASE is terminating abnormally. [SQLSTATE 42000] (Error 3013). The
step
failed.
Is this thread just part of SQL Agent and backups ?Hassan
