cost of upgrade from Standard to Enterprise

Looking to upgrade our Standard SQL 2000 to Enterprise SQL 2000 to take
advantage of the active/passive failover modes and possible data cubes. Any
way to obtain an upgrade license without buying the full $17,000 Enterprise
edition?
I do not have Software assurance. Have Standard licensed for 2 CPUs at a
cost of roughly $8,000
